First step of #938: an @handle that isn't a dev/null user but is a GitHub organization now links to a page for that organization, at /@laravel.
Once a commit is approved, a queued job asks GitHub about its unknown handles and creates the organizations it finds.
Commits then link @laravel to /@laravel. A handle no one has stays plain text, and users always win over organizations.
The organization page shows the GitHub profile header and a short explainer, for now.
Autocomplete suggests known organizations after users, and the composer preview links them too.
The API tells each mention's kind.
Changes
Organizations are profiles with type = organization, the entity users already have. They're kept out of everything about users.
New commit_topics table:
Columns: commit_id, reference (the lowercase handle written), topic_type (organization) and topic_id (the organization's profile id). The primary key is (commit_id, reference), plus an index on (topic_type, topic_id, commit_id) for a topic's commits.
Other topics (repos, issues, domains) can go in it later.
A reference keeps its first link, so a link survives the organization's rename.
No cascade: the actions that delete commits delete their topics too.
Commits read their organization links in the same query.CommitBuilder adds them as an organization_mentions subselect, so pages make no extra query. The frontend gets a map of handle → profile id.
Approved commits only, with at most 5 handles per commit.
Lookups pause when the rate limit runs low, and the job comes back once it resets. Waiting doesn't count as a try: the job gives up after 3 exceptions, or a day after it was queued.
A handle that isn't an organization isn't asked about again for a day.
A known organization refreshes once a day. One GitHub no longer has is deleted along with its links (DeleteOrganization).
Backfill:php artisan commits:link-organizations links the approved commits written before this PR. It runs without the queue and stops at GitHub's rate limit, saying when to run it again. Running it again is cheap: known organizations and handles found not to be one that day cost no request.
Data
commit_topics:
Why: a mention keeps linking to the organization it meant when written. It's also the index for topic pages and follows later.
Who sees it: anyone who can see the commit, as the link in its body. It holds a commit id and a public GitHub organization, nothing personal.
When it's deleted:
with the commit's content (DeleteCommitContent)
with the author's account (DeleteUser)
with the commit row (cascade)
when GitHub no longer has the organization (DeleteOrganization)
After deploy
Run php artisan commits:link-organizations once, and again later if it stops at the rate limit.

Device verification
Mobile was tested with Chromium emulation only (390×844, touch, DPR 2), not on a real device or simulator. So the on-screen keyboard and safe areas are unverified.
The changed mobile interactions are tapping a mention and the suggestion list. Both were checked under emulation, on fresh loads and on client-side visits.
Independent review
An independent agent reviewed the full diff 67d36474..ace18518 and the captures above, and also ran the mixed user and organization suggestions itself.
CODE: PASS, no blockers. Its non-blocking nits are listed under Limitations.
VISUAL: PASS, no clipping, overflow or theme issues.
The follow-up commits (retry after the rate limit resets, the backfill command, no cascade, waiting without spending tries, the organization topic type, row locks so a link never survives an erasure) were each reviewed independently up to 4b888b5c, with CODE: PASS. They change no UI.
Limitations
Mobile is emulation only. The composer preview was opened with the shortcut, because the button's click doesn't toggle in headless Chromium on production either.
Rename edge case: an organization renamed on GitHub less than a day ago, whose old handle another organization took, can get a new commit linked to the old profile until the next refresh. That link is then kept.
First-mention race: two jobs that create the same new organization at the same time hit the unique github_id constraint. The job's retry recovers.
The backfill shares GitHub's budget: while it runs, it can bring the rate limit down to the floor, so live lookups wait for the reset.
Duplicate label: the organization page says "organization" both in its header and in a badge.
Summary by CodeRabbit
New Features
Added public GitHub organization pages at /@handle, displaying profile details and a link to GitHub.
Organization handles appear in composer suggestions and link to organization pages in commits and replies.
Approved commits can create or refresh organization profiles using public GitHub data, with refreshes limited to once daily.
Previews and API responses identify organization mentions separately from user mentions.
Bug Fixes
Organization mentions continue to reach the correct page after an organization changes its handle.
It looks like this branch is under active development. To avoid overwhelming you with review comments due to an influx of new commits, CodeRabbit has automatically paused this review. You can configure this behavior by changing the reviews.auto_review.auto_pause_after_reviewed_commits setting.
This change adds GitHub organization profiles and public pages. It resolves organization mentions in commits and previews, links approved commits to matching organizations, and adds organization suggestions and mention links.

Concurrent account deletion can fail, and deleted organizations can leave broken mention links. Address these races or accept the limited risk.
Security architecture risk: Moderate · up to 4b888
The new mention data creates a concurrency gap in account deletion: a simultaneous post can cause deletion to fail or leave mention metadata behind. Existing locks protect previously captured commits, and the reviewed public organization page does not expose hidden commit listings. The identified risk is bounded to account-erasure guarantees rather than demonstrated cross-account access.
Retained concerns
Medium · security · inferred: Account erasure does not serialize newly arriving top-level commits with topic cleanup. If another request for the deleting account commits an organization mention after DeleteUser removes topics but before its later deletion statements, the new non-cascading topic dependency can roll back erasure. A later arrival before tombstoning can instead leave the written handle and organization association attached to a body-cleared, ownerless commit. Existing commit locks protect captured rows, not new top-level rows. The PR therefore introduces an additional failure and metadata-retention path for a privacy-sensitive operation.
Security review details
Security Blast Radius
inferred — The identified erasure race requires concurrent creation for the account being deleted. Both inspected deletion entrypoints select the current authenticated user, so this does not establish an ability to delete another account. Separately, organization enrichment uses shared application-level GitHub request capacity rather than an isolated quota per author.
Security Findings and Attack Paths
inferred — A concurrent posting request can insert a new top-level commit and its topic row after account deletion's topic cleanup. A following force-delete encounters the new topic dependency, or later tombstoning clears the body without clearing that topic row. The resulting security impact is failed erasure or retained mention metadata, not proven public access to erased content.
Trust Boundaries and Controls
observed — Mention parsing restricts lookup handles to bounded alphanumeric-and-hyphen identifiers. GitHub responses must identify an Organization before profile upsert. Current-body organization resolution excludes stored user-mention keys, and public organization lookup requires the organization profile type.
Resilience and Maintainability Implications
inferred — For existing captured commits, queued linking and irreversible erasure share the commit-row lock. Linking either finishes before cleanup removes its rows, or reloads the erased body and produces no current-body links. This is substantial protection against stale queued work restoring erased associations, but it does not close the new-commit account-erasure window.
Hardening Proposals
proposed — Establish an account-lifecycle serialization boundary shared by commit creation and account erasure, so no new account-owned commit can enter after dependent cleanup begins. Preserve the existing commit locks for queued writers and ensure every surviving tombstone loses its topic metadata atomically with content erasure.

Preserve local profiles during organization lookup.
In the local environment, a commit can retain an unresolved handle in its mentions map. If that handle becomes a local profile before the approved commit's queued lookup runs, UpdateOrCreateOrganization can call UpdateStaleHandles and rename the local profile.
The next local sign-in cannot find the renamed profile by handle. It then attempts to insert the existing unique local:{handle} identifier and fails.
Handle a local profile collision in UpdateOrCreateOrganization before calling UpdateStaleHandles. Keep UpdateStaleHandles unchanged for GitHub-backed profiles, because GitHub user synchronization still needs its existing collision behavior.

What happens when an organization is renamed on GitHub: organizations are tracked by their GitHub id, and their daily refresh fetches them by id, so a rename updates the handle and the page moves to /@new-name. Commits link to the organization itself rather than to the handle written, so older mentions of @old-name keep leading to it. An organization is only deleted (with its links) when GitHub no longer has that id, never because of a rename.
The one gap, accepted on purpose: if an organization renames and another one takes its old handle within the same day, a new commit mentioning the old handle can link to the first organization until the next refresh.

…three tries
A release counted as a try, so a commit released by the rate limit three
times failed even once GitHub answered again. The job now gives up after
three exceptions, or a day.
…oked up
The lookup now reads the commit again under its row lock before linking,
and DeleteUser locks the commits before deleting their links, so a link
can neither survive an erasure nor make DeleteUser roll back.

Serialize organization-topic insertion with organization deletion.
CreateCommitTopics inserts a previously resolved organization ID without checking or locking the profile. DeleteOrganization deletes topic rows before deleting the profile, without locking it. A concurrent commit can therefore insert the old ID after link cleanup. Since commit_topics.topic_id has no profile foreign key, the row remains after the profile is deleted. The commit then exposes the ID as an organization mention, whose UUID route cannot resolve a Profile.
Lock the profile in both operations and insert only IDs that still exist after acquiring the lock.

Serialize new commits with account deletion.
If the user posts a reply in another user's thread after topic cleanup, these locks do not block it. CreateCommit can add a topic to that reply, then the reply deletion fails on the commit_topics foreign key and rolls back account deletion. Serialize commit creation with account deletion before collecting topics. (raw.githubusercontent.com)
Based on learnings: check foreign-key deletion behavior for mutating operations.
