feat: let only the first github claim make an organization admin - #1302
Any member of an organization could claim its page through GitHub, so a page could collect admins from successive claims. Now only the first claim through GitHub makes an admin. Once a page has one, it can't be claimed again: the Claim button is hidden for everyone, and a claim that gets through anyway (a stale tab, or a page claimed while the user was on GitHub) shows "@org was already claimed by @first-admin" in the existing "Couldn't claim" alert, changing nothing.
Pages that already have several admins keep them. There is deliberately no database constraint, so admins added another way, like a future admin panel, are unaffected.
Changes
OrganizationAdminController@create refuses before sending anyone to GitHub when the page already has an admin. @store checks again on the way back, before asking GitHub anything, so a refused claim never calls the API.
CreateOrganizationAdmin locks the organization's profile row, re-checks for an admin, and attaches only if there is none, returning whether it did. Two members coming back from GitHub at the same moment both pass the controller's check, as the token exchange and membership request sit between it and the write; the lock makes the second claim not happen, and the controller then shows the "already claimed" alert. Same pattern as UpdateMessagePin.
The message names the earliest admin, so pages with several admins name the first claimer.
On the page, Claim and the alert's "Try again" only show while the page has no admin. The alert's button row is left out when it has no buttons.
An existing admin claiming again from a stale tab is now refused with the same message, where before nothing happened. Admins never see the button.
KNOWLEDGE_BASE.md says only the first member to claim becomes admin.
composer test:types (PHPStan, tsc for the app and tests): passed.
Pint, Rector, vp fmt and vp lint on the changed files: clean.
New tests, each failing without the change: refusing to start a claim on a claimed page, refusing on the way back when the page was claimed meanwhile (naming the earliest admin), losing the race inside the membership request window, and the action attaching only the first of two members.
Hosted CI has not run yet.
Visual evidence
Local build, signed in as a non-admin user. @acme already has an admin; @freeorg got its admin while the page was open, then the claim was sent. In this orb the real button's POST is blocked as mixed content, because the proxy makes the app generate http:// URLs, so that claim was sent with fetch from the page, then the page reloaded. Before is production at 6a4930e, after is this branch, with the same data. Layout shift on load, before and after alike: 0.0035 at 1440×900, 0.0054 at 1366×650, 0 at 390×844.

Device verification
Headless Chromium with viewport emulation at 390×844 only; no real device or simulator. The change only removes buttons and shows a static alert, with no input, keyboard, touch or scrolling changes. Client-side transitions weren't exercised, as the claim leaves for GitHub or comes back through a full redirect.
Independent review
A separate reviewing agent reviewed three rounds, read-only. Its first verdict was FAIL, for the race between two members coming back from GitHub at once and an outdated knowledge base line. Its second was FAIL, for the controller's lost-race branch lacking a test and an empty button row adding space under the alert. Both were fixed. Final verdict on base 6a4930e, head beef18e, with the captures above: CODE: PASS, VISUAL: PASS.
Limitations
The race test runs the two claims one after the other with the second inside the membership request window; it proves the re-check under the lock, not two truly concurrent transactions.
Unrelated and unchanged: at 390×844, the floating compose button covers the end of the empty Mentions text on the taller alert page.

Bug Fixes
Organization pages can now be claimed by only one eligible admin. Once claimed, the page can’t be claimed again.
Claim attempts are rejected if another admin claims the page during the authorization process, preventing multiple admins from being added.
Claim options now reflect whether the page is still available, and retry is offered only when no admin has claimed it.
Once an organization's page has an admin, the Claim button is hidden and
both claim endpoints refuse with who already claimed it, including when
the page was claimed while the user was on GitHub. Admins added another
way, like a future admin panel, are unaffected.

Organization claims now allow only the first successful admin claim. The controller checks claim status before and after GitHub authorization, and the organization page adjusts claim and retry actions based on whether an admin exists.
The controller rejects claims for organizations that already have an admin, including claims that race with another admin assignment. Tests check the redirects, claim messages, and membership state.
Claim page state resources/js/pages/organization/show.tsx, KNOWLEDGE_BASE.md
The page restricts claim and retry actions based on authentication, existing admins, and claim failures. The knowledge base describes the single-admin claim rule.
Competing claims are serialized; a concurrent test would strengthen coverage but is not a demonstrated merge blocker.
Security architecture risk: Low · up to beef1
The change narrows who can claim an organization and preserves the existing identity and membership checks. The main remaining uncertainty is operational: simultaneous claims are not directly exercised by the tests, and “first claim” is not permanent ownership after the administrator deletes their account.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — The inspected write creates an administrator relationship for one session-selected organization and the authenticated claimant. Reachability requires a local authenticated account, a matching GitHub identity, and active membership in that organization; ordinary membership remains sufficient. No broader service, infrastructure, or credential authority is introduced by this write.
Trust Boundaries and Controls
observed — Claim routes remain authenticated and throttled. The callback handles invalid OAuth state, rejects a different GitHub account, and requires matching active organization membership before persistence. The row-locked action, rather than button visibility or the earlier controller query, enforces competing-claim exclusion.
Resilience and Maintainability Implications
observed — A refused action performs no attach, and the callback reports failure rather than success. Callback session state is consumed before validation, so a subsequent attempt must restart initiation. Lock scope excludes external GitHub requests, limiting contention to the local eligibility check and write.
Hardening Proposals
proposed — Exercise two overlapping claim transactions against PostgreSQL, including failure and retry, to protect the security-relevant exclusion guarantee as the action evolves.
proposed — Make the ownership policy explicit for administrator account deletion: either document that an administrator-free page becomes claimable again, or define durable claim history and an authorized recovery process if first-ever exclusivity is required.

Add a real overlapping-transaction test for the first claim.
The action test calls CreateOrganizationAdmin::handle sequentially. The controller test inserts another admin during one request; it does not run two claims concurrently. These tests cannot detect a regression where both claims observe no admin because the organization-row lock is removed or ineffective.
Add a PostgreSQL test that executes two claims in separate overlapping transactions and asserts that exactly one succeeds and exactly one admin exists.
