Summary

GitHub unlocks an organization's first admin through the claim (#1302), but after that there was no way to manage who belongs to the organization on /dev/null. Organizations now have a private Settings page with a Members tab, like user settings. There are two roles, admin and member. Admins add people by their /dev/null handle, make them admins or members, and remove them. Any member can leave, but the last admin can't leave or become a member. Membership is internal to /dev/null and isn't mirrored from GitHub.

  • Members get a Settings button on the organization page. It opens the Profile tab for admins and /organizations/{id}/settings/members for everyone else. Non-members get a 404 there.
  • Members who aren't admins see the list read-only, with Leave on their own row.
  • Admins also get a Profile tab, first, like user settings. The organization's color from feat: let organization admins choose its color #1303 now lives there, in place of the Color button and dialog on the organization page.
  • The public organization page still lists admins only. A public member list is out of scope for now.

Changes

  • Data: organization_admins is replaced by organization_members (organization_id, user_id, role, created_at), and existing claims are copied as admins. A new OrganizationRole enum (admin, member) is kept separate from the Remotes OrgRole.

    • Why it's needed: without a role, admins and members can't be told apart.
    • Who sees it: the organization's members. Admins are also public on the organization page.
    • When it's deleted: with the user's account (DeleteUser), with the organization (DeleteOrganization), or when the member leaves or is removed.
  • Models: Profile::members() is the relation. Profile::admins() is members() filtered with withPivotValue('role', 'admin'), so the claim flow and the public admin list keep working unchanged. Profile::roleOf() reads one membership, and User::organizations() replaces claimedOrganizations().

  • Controller: OrganizationMemberController has index, store, update and destroy. Each has its own form request (List, Create, Update, DeleteOrganizationMemberRequest) and action (CreateOrganizationMember, UpdateOrganizationMemberRole, DeleteOrganizationMember). Authorization and validation live only in the form requests:

    • List: members only; others get a 404.
    • Create: admins only. Members get a 403 and non-members a 404. Resolves the handle like @handle URLs. Refuses unknown handles, people across a block in either direction ("You can't add @x."), and existing members.
    • Update: admins only. Refuses demoting the last admin.
    • Delete: an admin removing someone, or a member leaving. Refuses removing the last admin.
    • Last admin, again: UpdateOrganizationMemberRole and DeleteOrganizationMember lock the organization in a short transaction and check the last admin again before writing, like UpdateMessagePin. If two admins demote or remove each other at once, the second action throws OrganizationMustHaveAnAdmin without writing. OrganizationMemberController catches it and shows "@x needs at least one admin." in a toast, for role changes and removals alike.
    • Making yourself an admin: UpdateOrganizationMemberRequest refuses it. It was a no-op, but an admin demoted while that request was in flight would have become an admin again.
  • Claims: CreateOrganizationAdmin now upserts the role. If the last admin deleted their account and a remaining member claims the page through GitHub, that member becomes admin instead of hitting a duplicate-key error.

  • Page: organization-member/index.tsx.

    • Admins get an add form whose error line keeps its space, a role select on each row, and Remove/Leave with the inline confirm and collapse used on the Devices tab.
    • The last admin's controls are disabled. A line under the list says why: "You're the only admin of @x, so you can't leave or become a member. Make someone else an admin first."
    • When a role change or removal is refused, for example on a stale page, the reason shows in a toast.
    • On phones the controls wrap under the name.
  • Data export: the claimed_organizations key becomes organizations, with handle, role and joined_at. schema_version goes from 3 to 4.

  • Docs: the privacy policy's "What we collect" gets a line about admins adding you. KNOWLEDGE_BASE.md describes member management.

  • Profile in settings: the org settings header and tabs moved into a shared layouts/organization-settings/layout.tsx, with Profile first for admins only and Members for everyone. OrganizationProfileController@edit behind ShowOrganizationProfileRequest (admins only, everyone else 404) renders organization-profile/edit.tsx at /organizations/{id}/settings/profile. It reuses the dialog's preview and LaneOptions. The color is saved with PUT /organizations/{id}/settings/lane, still OrganizationLaneController@update, like the user's settings/lane. OrganizationLaneDialog and the Color button on the organization page are gone.

  • Migration: it locks organization_admins before copying the claims and dropping the table, all in the migration's transaction, so a claim made during the deploy waits and then fails instead of being lost.

  • Rebase: rebased onto production (79168224). This migration is 2026_10_29_130000_…, so it doesn't share feat: let organization admins choose its color #1303's timestamp.

Validation

All local, on the head commit:

  • php -d memory_limit=-1 vendor/bin/pest --parallel --ci --coverage --exactly=100.0: 5,071 tests passed, total coverage 100.0%.
  • composer test:lint, composer test:types, composer test:type-coverage (100%) and bun run test:unit: passed.
  • New OrganizationMemberControllerTest covers:
    • who can see the list, and that pivot and email aren't serialized;
    • adding by handle, whatever its case and with its @;
    • empty and unknown handles, a block in either direction, and existing members;
    • promoting and demoting;
    • keeping the last admin, on both update and delete;
    • admins removing members, members leaving (redirect and toast), and an admin leaving while another admin stays;
    • 403 versus 404 for each endpoint.
  • Updated tests:
    • export, organization page (settingsUrl, admins only);
    • DeleteUser, DeleteOrganization;
    • CreateOrganizationAdmin (a member claiming a page left without an admin).

The migration was also run on a throwaway Postgres with existing claims: they were copied unchanged; an error after the drop rolled everything back; a claim made mid-migration waited and failed instead of being lost.

Visual evidence

Local build, Chromium through agent-browser at a pixel ratio of 2. Test data: @laravel with two admins (@taylorotwell, @nunomaduro) and two members (@jessarcher, @a-really-long-handle-for-testing). There is no "before" for the settings page, since it's new. On the organization page the only change is the Settings button for members.

Device verification

Headless Chromium with viewport emulation at 390×844 only, not a real device or simulator. The only mobile-specific changes are the controls wrapping under the name and the add input. The input uses 16px text below md, so iOS doesn't zoom, but the on-screen keyboard and touch weren't exercised. The add, role change and remove actions were exercised as client-side Inertia visits. Each page was also opened with a fresh load.

Independent review

A separate reviewing agent reviewed this read-only in two rounds, on base 1ffe2c64.

  • First verdict: CODE FAIL. Adding a member ignored blocks, which breaks PRODUCT.md's "mutes and blocks filter everywhere".
  • First verdict: VISUAL FAIL. The captures predated the final layout.
  • Follow-ups from round one: show errors from refused role changes and removals, allow max:40 for an @ plus a 39-character handle, resolve handles like @handle URLs, and fix knowledge-base wording that overclaimed.

All of these were fixed, and every capture was retaken from the final build. Second verdict: CODE: PASS, VISUAL: PASS. After it, a title was added to the truncated confirm text, as the reviewer suggested; nothing visible changed.

Third round, after rebasing onto production (fff4b6b9) and moving the color into settings, on head 584d1417: CODE: PASS, VISUAL: PASS.

Fourth round, after rebasing onto production (79168224), locking the last-admin check, the Profile tab and the migration lock, on head b64859fe: CODE: PASS, VISUAL: PASS. The admin view and Profile captures are from this build. The state captures (add errors, confirms, error toast, member view) predate the Profile tab, so their tab bar still shows Members and Color.

Fifth round, on head 060557bc, after the two actions started throwing LastOrganizationAdmin instead of returning a boolean or skipping silently: CODE: PASS. Nothing visible changed, except that a refused role change now shows the toast too.

Sixth round, on head eb54ea0a, after renaming the exception to OrganizationMustHaveAnAdmin and refusing self-promotion: CODE: PASS. The reviewer checked that every other raced pair of requests ends as some serial order would.

Limitations

  • Double-submitting the add form could hit the primary key and return a 500. The button is disabled while the request is in flight.
  • Blocks are checked only between the admin adding someone and that person. Another member who blocked them still sees them in the list.
  • Adding someone doesn't ask for their consent or notify them. Membership grants nothing yet and is private.
  • There's no handle autocomplete.
  • In this orb, the redirect after leaving couldn't be shown in the browser. The proxy makes Laravel generate http:// redirects, which the browser blocks as mixed content. The leave itself was confirmed in the database, and a feature test covers the redirect and toast.
  • At 390×844 the floating compose button covers the end of the last row until you scroll. This is unrelated and unchanged.

Walkthrough

This change replaces organization-admin associations with role-based memberships. It adds member-management actions, routes, and pages; moves organization color editing into settings; and updates organization exports, account cleanup, and privacy disclosures to use membership data.

Changes: Organization membership

Possibly related issues

  • [RFC] Orgs #938: The issue proposes organization profiles managed by members; this change adds organization membership, roles, and member-management settings.

Possibly related PRs

  • dev-null-sh/dev-null.sh#1302: This PR changes the GitHub claim action to assign the Admin role through the new membership relation.
  • dev-null-sh/dev-null.sh#1273: This PR introduces the admin association and related display, cleanup, and export behavior that this change replaces with role-based memberships.
  • dev-null-sh/dev-null.sh#1316: This PR continues the same membership implementation and changes its model contract from Profile to Organization.
Merge Risk: Moderate · up to eb54e

Deleting the last admin’s account can leave members unable to manage their organization. An in-flight request can also change membership after an admin is revoked. These issues should be addressed before merging.

Security architecture risk: Low · up to eb54e

Fresh requests enforce organization membership and admin permissions, and competing role changes preserve the final admin. Account deletion deliberately permits later recovery through GitHub. Remaining uncertainty concerns permissions for already-running requests and coordination of the database cutover, rather than a demonstrated cross-organization access bypass.

Retained concerns
No architecture-level concerns identified.

Security review details

Security Blast Radius

  • inferred — The new privileged operations affect membership and administrative authority within the selected organization. Globally resolved target handles do not alone cross that boundary because update and removal authorization check the target's membership in the supplied organization.

Trust Boundaries and Controls

  • observed — Fresh requests require membership to list members, admin authority to add or change roles, and either self-identity or admin authority to remove a member. Profile settings remain admin-only. Non-member settings access is denied as not found.
  • observed — Mutation actions do not receive the acting user or revalidate that user's authority after request authorization. An already-authorized overlapping request can therefore complete after the actor is demoted or removed. Fresh requests are rejected after revocation; the inspected contract does not promise cancellation of previously authorized requests.

Resilience and Maintainability Implications

  • observed — The last-admin safeguard applies to member departure and demotion, not account deletion. Account cleanup can leave remaining members without an admin, including during overlapping transitions. The claim action explicitly recognizes this state and supports GitHub-confirmed recovery. The unlocked account-cleanup mechanism existed at the merge base, so its existence alone is not a new security finding.

Hardening Proposals

  • proposed — Define the intended treatment of in-flight administrative requests after revocation. If revocation must prevent later membership writes, pass actor identity into the mutation boundary and recheck authority under the same organization lock used for role transitions.

⚠️ Unverified finding
Verification ran but could not confirm this finding. It is shown for review, not as a verified issue.

Increment the export schema version.

This replaces claimed_organizations with a different shape, but schema_version remains 3 at Line 69. A reader using version 3 cannot distinguish the old and new formats and can fail or omit organization data. Increment the version and update the export test. (github.com)

Transfer administration before detaching the sole admin.

When DeleteUser removes a sole admin from an organization with remaining members, $user->organizations()->detach() leaves the organization without an admin. The remaining members cannot manage membership, so the organization cannot recover through the existing member-management flow.

The member-management policy allows an admin to make an existing member an admin. Before detaching the deleted account, promote a remaining member using an explicit, deterministic successor rule. Do not select a successor outside the organization.

🗄️ Data Integrity & Integration | 🟠 Major | 🏗️ Heavy lift

Serialize all last-admin membership mutations.

The last-admin check runs during request validation, before either mutation action executes. Two concurrent demotions or removals can both see another admin, then both commit. The organization can remain with no admin.

Move the check into a shared organization-membership mutation boundary. That boundary must lock the organization row and include both the check and either updateExistingPivot() or detach(). Both mutation actions must use it.

Protect the last admin during account deletion.

Both account-deletion entrypoints allow the authenticated user to reach DeleteUser. The action detaches the user from organization_members, but its emptyOrgs() cleanup only deletes separate Conversation records. A sole admin can therefore delete their account while other organization members remain, leaving the organization with no admin.

GitHub reclaim can restore an admin only after an eligible GitHub member completes the claim flow. Until then, no remaining member can perform the admin-only membership operations.

A concurrent demotion can produce the same state. UpdateOrganizationMemberRole can lock the organization and validate demoting admin B while admin A still exists. DeleteUser does not take that organization lock, so it can detach A concurrently. The demotion can then commit with no admins.

Apply the same organization-row lock and last-admin check to account deletion. Reject deletion or require an admin transfer when the user is the last admin of an organization with other members.

Review comment at @app/Actions/DeleteUser.php at line 70:
Update DeleteUser to lock each affected organization row and check its
membership before detaching the user; reject deletion or require an admin
transfer when the user is the last admin and other members remain. Perform the
check under the lock so concurrent role changes cannot leave an organization
without an admin.
