Users can now follow GitHub organizations from their page. This is the first half of the Follow / Watch split in #938: Follow shows what the organization itself commits, and Watch will also show the commits that mention it. Watch isn't built yet, but the Follow menu already has a slot for it, so Follow won't change shape when Watch ships.
Organizations can't commit yet, so following one doesn't change the Following log for now. It will once organizations can post.
Changes
Storage: a new organization_follows (user_id, organization_id, created_at) table. The follows table stays people-only, because it also decides remotes permission, mutuals, follow notifications and suggestions. Mixing organizations into it would need a "users only" filter in every one of those queries. Watch will get its own topic_watches table on the existing TopicType, with no change to this one. It references organizations, and its rows are deleted explicitly, like organization_members, with no cascade.
Organization page: a plain Follow button when not following (guests are sent to sign in). Once followed, Following ⌄ opens a menu with Follow ✓, Watch (disabled, "Coming soon") and Unfollow. The page shows the follower count as a plain number; there is no followers page yet.
Following list:/@handle/following shows followed organizations in their own Organizations section above People, 10 at a time with Show more organizations and a cursor of their own (organizations_cursor). The people list and its pagination are unchanged.
Following count includes followed organizations, so it matches what the Following list shows.
API:POST/DELETE /api/v1/organizations/{handle}/follow (signed) and GET /api/v1/users/{handle}/following/organizations (signed, like /following since feat: keep who follows whom and commit search for members #1328). /following stays people-only. OrganizationResource gains is_followed for signed requests in lists. Note for API clients: following_count can now be larger than the length of /following.
Data: organization follows are in the export (followed_organizations) and are erased with the account and when GitHub deletes the organization.
KNOWLEDGE_BASE.md no longer says following organizations is planned.
Validation
All local; hosted CI will run on push.
php -d memory_limit=-1 vendor/bin/pest --parallel --ci --coverage --exactly=100.0 --passthru-php="'-d' 'memory_limit=-1'": passed, Total 100.0%. This ran on the rebased revision before the last frontend-only fixes (button width, focus, wrapping, dividers); the organization and following feature tests were rerun afterwards and pass.
bun run test:lint, bun run test:types, bun run test:unit (212 passed), bun run build: passed.
In the browser: follow, unfollow from the menu and follow again round-trip, and the follower count and the following count update. Show more organizations loads the remaining organizations and the button disappears; the URL is unchanged.
Visual evidence
Local orb with demo data: user @octo follows 2 people and 12 organizations; @laravel has 3 followers. Chromium via agent-browser at 2x.
Measured: the Follow / Following button is 128px wide in every state (Follow, Following, after unfollow). Layout shift (PerformanceObserver, layout-shift) was 0 for follow → unfollow from the menu → follow, and 0 for Show more organizations. With the keyboard, Unfollow from the menu leaves focus on the new Follow button.

Device verification
Only viewport emulation in headless Chromium at 390×844, not a real phone, so the on-screen keyboard, safe areas and touch were not tested. No text input is added. At 390px the page has no horizontal overflow, and the org page buttons fit on one row, except for an org member or admin (Settings + Share + Follow), where Follow wraps onto a second row instead of overflowing.
Independent review
Independent read-only review by a separate agent run, against base a4670abe (origin/production) and the final head of this branch.
CODE: PASS. Earlier rounds found no blockers; follow-ups applied: same button width in every state, keyboard focus kept after Unfollow from the menu (only when focus was lost), and the knowledge base's signed-API line.
VISUAL: PASS on the final captures. An earlier round failed because the admin view at 390px wasn't captured; measuring it confirmed the Following button overflowed by 10px, so the button group now wraps. Organization rows also gained dividers, and Show more is aligned with the avatars.
The reviewer relied on my measurements for CLS, button widths and focus, and did not run the suite itself.
Rebase onto production (4d0dcee6)
Production now gives organizations their own table and model (#1316), members instead of admins (#1304), and a Settings button on the page instead of Color. The follows are ported to it: organization_follows.organization_id references organizations (the migration now runs after it), followers() lives on Organization, DeleteOrganization and DeleteUser detach the follows themselves, and the web routes bind Organization, so a user's profile is a 404 without a check in the request. Full suite at 100% coverage, type coverage, PHPStan, Pint, Rector and the frontend checks pass. Following and unfollowing in the browser takes @laravel from 3 to 4 followers and back, at 1440×900 and 390×844, with no console error or horizontal overflow.
CODE: PASS (independent review of the rebased diff).
VISUAL: PASS (independent review of the new captures).
Rebase onto production (2f6f2f4c)
#1328 keeps who follows whom for members, so the organizations a user follows do too: the Following page's organizations come with the page behind sign-in, and /api/v1/users/{handle}/following/organizations moved to the signed routes next to /following, with is_followed always set. Full suite at 100% coverage, PHPStan, Pint, Rector and the frontend checks pass.
CODE: PASS (independent review of the rebased diff).
Limitations
Not tested on a real mobile device (emulation only).
No frontend unit test for OrganizationFollowButton; the reviewer judged this acceptable since the server behavior is covered and the component mirrors the tested people button.
At 390px the existing floating compose button covers the last visible row's button, as it already does on the people rows.
The disabled Watch item uses the dropdown's standard disabled opacity, which is low-contrast in dark mode by design of the primitive.

Possibly related issues
Issue 938 describes organization profile Follow behavior. This pull request adds follow controls and follower counts.
Issue 1331 identifies organization follow as planned behavior. This pull request adds organization follow actions and keeps Watch unavailable.
Merge Risk: Minimal · up to 8bb84
No confirmed issue prevents merging the organization-follow feature after normal checks.
Security architecture risk: Low · up to 8bb84
Organization following adds durable state and new ways to read and change it. The reviewed paths preserve authenticated ownership and blocking controls, and deletion includes transactional cleanup. No material security regression was established, but concurrent follow handling and production rollback procedures remain incompletely verified.
Retained concerns
No architecture-level concerns identified.
Security review details
Security Blast Radius
observed — The new write surface lets an authenticated user change their own organization-follow relationships. The read surface exposes a nonblocked user's followed organizations to authenticated viewers, while organization pages expose aggregate follower counts publicly.
Trust Boundaries and Controls
observed — The organization listing uses the same signed-device identity boundary and bidirectional blocking pattern as the existing people-following API. The web Following request also rejects access across either blocking direction before returning either collection.
Resilience and Maintainability Implications
inferred — The composite primary key prevents duplicate persisted relationships, and transactional owner deletion contains partial cleanup failures. These controls do not establish successful idempotent responses for concurrent first-follow requests: creation uses syncWithoutDetaching rather than the conflict-tolerant insert used for people follows.

Following an organization is stored apart from following people, so the people-only behavior of follows (remotes, mutuals, notifications, suggestions) stays as it is. The organization page has a Follow button that opens a Follow and Watch menu once followed, Watch shown as coming soon. Followed organizations are listed above the people on the Following list, count toward the following count, have their own API list, and are in the export and erased with the account.

Generate Wayfinder assets before the type check.
A clean checkout has no ignored resources/js/actions files. bun run test:types runs TypeScript directly, so it cannot resolve the import at organization-follow-button.tsx:5. The Vite build and CI type job avoid this because they generate Wayfinder first.
