Header: plain full-width bar instead of the boxed nav

What this does

The site header no longer sits in a floating box. The box (3px dark purple border, rounded corners, inset width) came from 968a5bf ("Boxed nav…"), in .rd-hdr .nav and its 640px override in app/redesign-overrides.css.

• The header is now a full-width white bar with one 1px line along the bottom, in the existing --line color (#e5cfe9).
• The logo, links, filled "Get Involved" button and language picker stay where they were. The current page's link keeps its underline.
• Height stays 76px: the nav is 75px plus the 1px line. The sticky track nav, scroll tours, slideshow and the mobile menu's top all assume 76px. Anchor jumps use the existing 90px scroll padding and are unchanged.
• Phone width: same flat style. The menu opens full width directly under the header line, with no box.
• Board hub: /board and /board/ucla don't use this header, and nothing there changed.

The only file changed is app/redesign-overrides.css.

Checked (production build, Chromium)

• Home and /about at 1280px and 390px:
  • Header is 76px tall and spans the full width, white with a 1px #e5cfe9 bottom line.
  • The nav has no border and no rounded corners.
  • The current page's link is underlined in purple. "Get Involved" is still a filled button.
  • No horizontal scroll.
• Desktop: the About (5 links) and Learning Resources (4 links) dropdowns open, and the language menu opens with all 10 languages.
• Phone: the menu button opens the menu at exactly 76px with its sub-links, and closes it again. The language menu opens.
• On /research, the sticky track nav sits flush under the header (both at 76px). /about#mission lands 90px from the top, as before.
• /board/ucla has no site header.
• Lint (no errors; 5 existing warnings), typecheck and build pass.
