oceancentre defaults to 8084. Probably not a big issue, but would be nice to just follow the standard and make it 8085

Is there a particular reason to authenticate after parsing the input?

The broadcast ID is being parsed so that we can confirm that the token is valid for this broadcast.

This change adds the oceanmedia service, which generates HLS playlists for oceanmedia broadcasts. Authentication is provided through delegated JWTs that are generated by the referring service (ie oceanbench or ausoceantv) and supplied using either a url parameter (to enable maximum compatibility with players) or bearer authentication. It will be deployed on the ausoceanmedia project (oceanmedia was taken).
