Base installations could build the same cold control index concurrently because locking silently became a no-op when optional filelock was absent. Use standard-library kernel locks on POSIX and Windows, retaining atomic index publication and zero runtime dependencies. Waits remain bounded to 600 seconds; exceptions and process exit release ownership.

The regression fails before the fix with two simultaneous owners and passes afterward. All 14 control tests pass locally, including timeout, exception cleanup and abrupt process-exit recovery. Strict Sphinx passes. Add focused Windows Python CI for the platform-specific lock branch; full existing Linux/macOS coverage remains intact. No search scores, control contents or fitted parameters change.
