Promote seqtree 1.3.2 from dev to master. Cold control builds now serialize with dependency-free Windows/POSIX kernel locks; bounded waits, exception cleanup and process-exit release are covered. No search scores, control contents or model parameters change.
The fix (#25) and version preparation (#26) each passed all ten CI checks, including Windows Python and C++, Linux/macOS Python, benchmark/oracle tables and appendix compilation. Local version/control/cache verification: 24 passed. PyPI publication remains a separate workflow with its existing human gate.
