#191 made fullscreennotify grant zone 0's own request only while that window has the focus, so a zone 0 program cannot cover the focused window; nothing checked it. wlprobe fullscreen takes an optional late: it asks three seconds after the start. The suite starts such a probe in zone 0, waits for its first commit, has the host press Alt+j (the focus goes to the launcher), and expects the request answered without a fullscreen configure: zone0-fullscreen-needs-focus. Proof: a Distro run's desktop suite.
