First half of superfly/docs-tracking#350.

flyctl/cmd/fly.mdx and fly_help.mdx both held the root command's content, an artifact of the old pipeline writing the page as fly.md while linking it as /docs/flyctl/help/. The generator only writes fly_help, 42 pages link to it, and nothing linked fly, so fly.mdx would never have been regenerated.

Changes: delete fly.mdx, move fly_help into its slot at the top of the Commands nav group, and redirect /flyctl/cmd/fly to /flyctl/cmd/fly_help since that URL serves 200 today.

flyctl/cmd now holds 305 pages and the generator produces exactly the same 305, verified by set comparison. That unblocks restoring --delete to the sync, which is the other half of #350 and is what stops future removed commands leaving orphan pages.

flyctl/cmd/fly.mdx and fly_help.mdx both held the root command. The
generator only writes fly_help, 42 pages link to it, and nothing linked
fly, so fly.mdx would have sat unregenerated forever.

fly_help takes its place at the top of the Commands nav group, and
/flyctl/cmd/fly redirects there since the URL is live today.
