Part 5 of 6 of the T3 Code redesign. Adds dictation to the web and desktop composer. The environment transcribes locally with a downloaded model, so a remote environment works the same way.
server: SpeechService downloads and loads transcription models (native runtime through koffi), streams partial results, and applies the custom dictionary and post-processing. HTTP routes are typed in packages/contracts/src/speech.ts.
client-runtime: a voice-input controller shared by the clients.
web: a microphone button beside Send (click to finish, X to cancel), Mod+Alt+V dictation in Auto, Hold or Toggle mode, and a Settings > Voice page for environment, model, microphone, acceleration and unload.
Needs approval: Theo for apps/desktop/vite.config.ts (bundles @t3tools/shared/keybindingMatching into the pick preload) and vite.config.ts; Theo or Julius for packages/contracts (speech, environment, environmentHttp, ipc, keybindings, model, settings). Adds the koffi native dependency.

Dark by default, with a matching light pair. Voice is new in this layer, so only the composer has a before equivalent.
The microphone joins Attach and Send without replacing either action.
The same composer and draft in light mode.
The first microphone click opens voice setup with the environment, download size, and a route to choose another model. No before equivalent.
Settings > Voice exposes the transcription environment, microphone, and recording shortcut. The setup action reached this page, and the composer draft survived the round trip. No before equivalent.
Model search and details expose the small English model without downloading the 697 MB recommendation. No before equivalent.
Downloading Whisper Tiny (English), 45,904,544 bytes, through the settings control selected and loaded it successfully. No before equivalent.
Dictionary and advanced settings expose custom words, filler removal, correction cues, cleanup instructions, and model unload time. Appearance captured only; these settings were not exhaustively exercised.
The real microphone action reports the unavailable device and preserves the draft. Clicking the microphone again opens Voice settings for recovery. No before equivalent.
A real headless transcription succeeded through the authenticated browser session and POST /api/voice/transcribe with Whisper Tiny (English). Input was the public whisper.cpp JFK speech sample, converted to 16 kHz mono Float32 PCM. HTTP 200 returned:
And so my fellow Americans ask not what your country can do for you, ask what you can do for your country.
All images were inspected at full size. Uploaded image URLs were opened and decoded at 1280 x 720. The exported recording was inspected, and the uploaded player completed playback and seeking.
Unverified: live dictation, streaming previews, finish/cancel, keyboard hold/toggle behavior, transcript insertion, provider cleanup, Electron, mobile, and remote/relay connections. No real microphone is available; browser device enumeration returned no devices. The HTTP sample proves local transcription, not microphone-to-composer dictation. No large model was downloaded. No code, PR, or comments were changed.
Verification
Every layer, on its own and rebased on main fa31b66, passes CI's commands on Blacksmith: vp run knip:check, both GraphQL codegen checks, vp check, vp run typecheck, vp run --filter @t3tools/web test (unit and browser), and the Test job. Layer 6 also passes vp run --filter @t3tools/desktop test.
Done with Claude Code (Opus 5.5) and Codex (gpt-6.1-sol high) children in T3 Code.

Walkthrough
This pull request adds environment-backed voice input across server and client runtime layers, web editors, and desktop preview annotations. It adds speech model management, streaming transcription, transcript post-processing, voice settings, and dictation shortcuts.
Changes: Voice input
Layer / File(s)
Summary
Speech contracts and server processing packages/contracts/*, packages/shared/src/serverSettings.ts, apps/server/src/speech/*, apps/server/src/server.ts
Adds speech schemas and settings, model catalogs and lifecycle operations, native inference, batch and streaming transcription, transcript processing, authenticated routes, provider post-processing, and server wiring.
Client capture and streaming packages/client-runtime/src/voice-input/*, packages/client-runtime/src/state/environmentHttpAuth.ts, apps/web/src/speech/*, packages/shared/src/keybindingMatching.ts

Dictation now keeps short audio that ends before the stream is ready, and the settings test helper no longer leaks on failure. A deliberately cancelled model download can still show "Could not download the model" with a retry button. The remaining open items are minor or edge-case issues, so the change is mergeable with owner awareness.

Avoid running fuzzy custom-word correction over the full committed text on every stream update.
correct(update.text.committed) runs applySpeechCustomWords on the full committed transcript for every feed. For each token, that function checks up to 4 token windows. Each window is compared with up to about 100 dictionary keys using editDistance. The committed text grows for the whole recording, which can last up to five minutes. The total cost is therefore quadratic in recording length, and it runs on the server thread for every chunk.
The repository instructions say: "Make sure all changes are considerate of performance impact." Committed text is append-only from the model's point of view. Cache the corrected result for the longest unchanged committed prefix, and correct only the new suffix. Word boundaries need care, so re-correct from the last token or two before the new suffix. As an alternative, correct only tentative plus the newly committed words, and correct the full text once in finish.

While dictation records, the worklet posts a level update about every 50 ms, which is about 20 per second. Each update calls setLevel in useEnvironmentSpeechInput. That hook runs inside ChatComposer, so each update re-renders the whole composer. The level is only used by ComposerSpeechTray.
Move the level into a leaf component. ComposerSpeechTray can subscribe to the level through an external store or ref, so only the tray re-renders during recording. The hook is also used by useTextFieldSpeech and PreviewAnnotationSpeech, so the change should keep those consumers working.

Pass isLiteralPendingAnswer when collapsing the dictation cursor.
For an allowed literal pending answer, the dictation controller returns an expanded selection offset. The current commitDraft call converts it as non-literal and can collapse token-like text to one character, placing the caret at the wrong offset.
readDraft correctly provides snapshot.expandedCursor; only the conversion in commitDraft needs the literal flag.

Would a follow-up that lets the iOS app use this environment transcription be welcome?
Today iOS always transcribes with Apple's on-device SpeechTranscriber. That struggles with mixed-language dictation (Spanish with English technical terms, as in #19091) and is unavailable before iOS 26. With this PR, the user's own computer can do better with Parakeet or Whisper.
The change I have in mind stays inside the boundaries in docs/internals/voice-input.md:
A client-local setting under Settings > Microphone: transcribe on this iPhone (the current default) or on the T3 environment.
With the environment selected, the app records 16 kHz mono linear PCM instead of AAC, checks /api/voice/status, and sends the samples through the existing transcribeEnvironmentPcm.
No server or contract changes.
I would stack it on this PR. If you'd prefer a different shape, or would rather keep iOS on-device only, I'm happy to follow your lead.
Most people with codex subs will get effectively infinite usage of GPT-Transcribe or even GPT-Live-Transcribe
