fix(acp): list Copilot skills in the skill menu - #26438
With GitHub Copilot selected, the $ menu lists no skills. Copilot CLI 1.0.103 sends those skills in available_commands_update as ordinary command names, such as principle-fix-root-causes. There is no $ prefix. T3 Code puts a command in provider.skills only when its name starts with $, so Copilot's skills never reach the $ menu. The same names show up under / as slash commands. Claude, Cursor, Codex, and Grok fill the $ menu from their own skill discovery, so this shows up for Copilot.
Change
For Copilot only (github-copilot-cli, or a local executable named copilot), each advertised command name is matched to a SKILL.md in the folders Copilot reads:
~/.copilot/skills and ~/.copilot/[installed-plugins](https://github.com/home/njoguu/.copilot/installed-plugins). COPILOT_HOME replaces ~/[.copilot](https://github.com/home/njoguu/.copilot).
~/.agents/skills
the project folders .github/skills, .agents/skills, and .claude/skills
A name that Copilot advertises and that exists in one of those folders becomes a skill. Copilot's description is kept when the session sends one. A project skill with the same name replaces the personal copy. Every other advertised command stays a slash command. A skill that lives only in a directory added with copilot skill add stays under /, because that directory is not scanned. A skill on disk that Copilot did not advertise stays out of the menu.
Other registry agents are unchanged. A command whose name starts with $ is still a skill, which is the path Devin, Droid, and Gemini CLI already use. Claude, Cursor, Codex, Grok, and fx do not use this classifier.
The composer inserts $skill-name. Copilot runs a skill as /skill-name, so a known skill mention is rewritten from $name to /name on the way out. $HOME and any $name that is not a discovered skill stay as typed. $5 is not treated as a skill mention.
The shared ACP adapter passes the session directory into the existing command-update callback so the Copilot matcher can see project skills. Other agents ignore that extra argument.
Refresh the Copilot provider, or restart the server, so the next session reclassifies its command list.
Scope and approval
This is a small fix of an obvious bug, so it has no prior issue. The $ menu and provider.skills already exist, and Copilot was already advertising the skills. T3 Code filed them as slash commands because the names have no $ prefix. The folder match is how those names are separated from real slash commands. The /name rewrite belongs to the same fix, because Copilot runs a chosen skill as /skill-name.
There is no new setting, menu, or workflow.
Verification
From packages/provider-acp-registry:
vp test run --config ../../vite.config.ts --dir . src/server/copilotSkills.test.ts
6 passed. The file checks personal, plugin, and project discovery, a project copy replacing a personal skill of the same name, a frontmatter name replacing the folder name, folders with no SKILL.md left out, $review rewritten to /review, $HOME and unknown $names left in place, and which settings count as Copilot.
From apps/server:
vp test run src/provider/AcpRegistryProbe.test.ts -t "routes advertised commands"
1 passed, 11 skipped. An advertised principle-fix-root-causes that matches a skill on disk goes to skills, and Copilot's description is kept. compact stays a slash command. A skill that exists only on disk is omitted.
The $ menu itself was not captured in this session. The browser panel was unavailable. Upload these two shots to the pull request when you open it. Do not commit them.
Before. On the current release, open a Copilot thread and type $. The menu lists no skills.
After. On this branch, refresh Copilot or restart the server, then type $. The skills Copilot advertises are listed.
Copilot advertises skills as ordinary ACP commands, so they never reached the $ menu.
Match those names to the skill folders Copilot reads, and send /skill-name when one is chosen.

A SKILL.md larger than 16 KiB is advertised under its folder name even when its frontmatter declares a different name, so commands like renamed are omitted from the skill menu and mention rewriting uses the wrong name. The size check skips parsing the entire file rather than limiting the frontmatter read; read a bounded prefix to discover metadata regardless of the Markdown body size.

Selecting a Copilot skill whose discovered name differs in case from the menu name leaves $review unchanged instead of rewriting it to /review. Discovery and command normalization match names case-insensitively, but this lookup uses case-sensitive Set.has; compare names case-insensitively here as well.

The change adds Copilot skill discovery and mention rewriting. It maps matching advertised ACP commands to discovered skills and passes the working directory and filesystem services into the relevant ACP flows.

Read only the first 16 KiB of SKILL.md for frontmatter, so a large skill
keeps its declared name. Match skill mentions case-insensitively before
rewriting them to Copilot slash commands.

A large personal or plugin skill folder could use up the shared scan
budget, so project skills were never found and stayed slash commands.
Each folder now gets its own budget.

Minor · Functional Correctness · Quick win
Skills in folders named like build, dist, coverage, or vendor are never discovered.
Line 138 skips every directory whose name is in SKIPPED_DIRECTORIES. That check also applies to direct children of a skills root. .github/skills/build/SKILL.md is therefore never visited.
build and coverage are plausible skill names. Copilot advertises such a skill as a plain command. The advertised command then does not match a discovered skill, so it stays a slash command. $build mentions are not rewritten to /build.
Skip these directories only when they do not contain a SKILL.md.
