Closes #1172.
Run detail now shows the complete submission ID in its metadata, with the existing copy affordance. The field is omitted for older runs that have no submission ID. This makes the API identifier available directly from the page where users already find the full run ID.
Validation: 7 ShortId tests and Portal TypeScript check passed. The Storybook usage example and app-design documentation were updated.
