Preserve long Retry-After deadlines.
If GitHub returns Retry-After: 3600, continueAt() caps the delay at 15 minutes and discards the original deadline. The next job can retry the follow request 45 minutes early; the primary-limit probe cannot establish that a secondary limit has expired. Carry the deadline through each continuation and wait until it passes before retrying. (docs.github.com)

Review comment at @app/Jobs/ImportAllGitHubFollowsJob.php at line 79:
Update the retry flow around continueAt so a Retry-After deadline longer than
the continuation cap is preserved across job continuations; retain the deadline
and continue waiting until it passes before retrying the follow request.

Classify primary-limit 403 responses by header.
A primary-limit response with 403 and X-RateLimit-Remaining: 0 can have no response body. The job then skips the user and advances $this->after instead of retrying that user.

Review comment at @app/Jobs/ImportAllGitHubFollowsJob.php at line 114:
Update the rate-limit response classification in the job’s response-checking
logic so a 403 is treated as a primary-limit response when the
X-RateLimit-Remaining header is 0, even if the body is empty. Preserve the
existing body-text detection and 429 handling.
