Summary

Backfilling the GitHub follows of existing users (organizations from #1360) with follows:import meant re-running it by hand every hour. Each run stopped about 10 minutes in, at the reserve of GitHub requests. Each user also cost 2 requests: one to look up their login by GitHub ID, one to read who they follow.

With this PR:

  • follows:import only queues a job. The job imports 25 users at a time and queues the next batch itself. Below 2,000 requests left (the 1,500 reserve plus the room a batch needs), it waits for the rate limit to reset, holding back 15 minutes at a time at most. It survives deploys, runs only once even if launched twice, and logs when it has gone through every user.
  • The import reads the user's stored handle instead of looking up their login by ID. A sign-in updates the handle right before importing, so this saves a request per user, doubling the users imported per hour.

Changes

  • App\Jobs\ImportAllGitHubFollowsJob, modeled on ImportPendingGitHubFollowsJob from feat: unclaimed profiles for mentioned developers #648:
    • it is ShouldBeUniqueUntilProcessing and walks users with an after cursor;
    • on a 403 or 429 it waits 15 minutes and retries the same user;
    • a 404 (account renamed since its last sign-in) is skipped silently, and that user is imported at their next sign-in;
    • other errors are reported and the user is skipped.
  • CreateUserGitHubFollows reads followingIds/followerIds under $user->handle. The bots (Tom, @world) import nothing: their GitHub IDs aren't real, and their handles belong to strangers on GitHub. login() stays in the contract, as other features still use it.

Validation

  • composer test:lint, composer test:types (PHPStan), composer test:type-coverage (100%), bun run test:unit (222 pass).
  • pest --parallel --ci --coverage --exactly=100.0: 5,219 passed, coverage 100%.

Independent review

Independent agent reviewer, base 6b534ca4, head 8c59f71e: CODE: PASS. Their first review found that the bots would have read the follows of GitHub's real @tom and @world; that is fixed. Visual review is not applicable: there is no UI change.

Limitations

  • Renamed handles. If an account was renamed on GitHub and someone else took its old handle, the import reads that other account's follows until the user signs in again (accepted).
  • Stopped chains. A chain stopped by a worker timeout, failed retries, or a failure to read the rate limit doesn't restart on its own. Running follows:import again resumes it with the users not imported yet.
  • 403s. Every 403 is treated as a rate limit. A 403 for another reason would retry that user every 15 minutes.

Summary by CodeRabbit

  • New Features
    • GitHub follow imports are queued and processed in batches. The command reports the batch size and rate-limit reserve, and completion is logged.
    • Imports pause and resume after rate limits or throttled requests, with delays based on GitHub’s retry guidance.
  • Bug Fixes
    • Follow imports use the GitHub handle saved on the account.
    • Automated accounts are skipped during follow fetching, and their imports are marked complete.

Walkthrough

The command now queues GitHub follow imports in batches. The job processes outstanding imports with cursors and rate-limit handling. Per-user imports use stored GitHub handles and skip follow fetching for bot accounts.

Changes: GitHub follows import

Layer / File(s) Summary
Per-user follow import
app/Actions/CreateUserGitHubFollows.php, tests/Unit/Actions/CreateUserGitHubFollowsTest.php, tests/Unit/Jobs/ImportGitHubFollowsJobTest.php
The action uses the stored handle for GitHub requests and skips follow fetching for bot IDs. Tests cover stored-handle use, bot imports, and existing import behavior.
Batched import and rate-limit handling
app/Jobs/ImportAllGitHubFollowsJob.php, tests/Unit/Jobs/ImportAllGitHubFollowsJobTest.php
The job processes outstanding imports in batches of 25. It schedules work based on the rate limit, handles 403 and 429 responses, reports other errors except 404, and logs completion.
Command dispatch and output
app/Console/Commands/ImportGitHubFollowsCommand.php, tests/Feature/Commands/ImportGitHubFollowsTest.php
The command dispatches the initial job and reports queued-import details. The feature test checks the queued job and command output.

Merge Risk: Moderate · up to 80e1a

The follows import can stop partway or skip users when GitHub rate-limits it. Handle rate limits from the initial probe and recognize primary-limit 403 responses by header before merging. Rerunning the command resumes the import, which limits the damage.

Security architecture risk: Moderate · up to 80e1a

A reassigned GitHub handle can cause another account’s relationships to be imported under an existing user. Successful imports record completion, so a later sign-in does not automatically correct the attribution. Bounded batches, block filtering and transactional writes limit other risks.

Retained concerns

  • Medium · security · inferred: The import now trusts a stored, reusable GitHub handle instead of resolving the user’s immutable GitHub ID. Someone controlling a former handle can influence relationships imported under the original local user when that user remains eligible for backfill. A successful response adds personal or organization follows and records completion; subsequent sign-in refresh does not reconcile those additions. Bot exclusions, block filtering and 404 handling do not prevent a successful response from the wrong account.
Security review details

Security Blast Radius

  • inferred — The demonstrated exposure is relationship integrity for eligible users with stale, reassigned handles. Writes can affect the importing user’s follows, inverse follower relationships on matching local users, and organization or pending-organization follows. The bulk job considers all eligible users, but each affected account requires its own identity mismatch.

Security Findings and Attack Paths

  • inferred — A person who obtains an eligible user’s former GitHub handle can control the outgoing follow list returned for that handle. During backfill, the application attributes those results to the original local user without checking the owner’s immutable ID. This requires control of the reclaimed GitHub handle, not the victim’s application session; initiation remains through the import workflow.

Trust Boundaries and Controls

  • observed — Sign-in updates the profile from authenticated GitHub data before dispatching the per-user import. That mitigates stale handles on the sign-in path, but the batch path selects stored users directly. Bot guards, block filtering and silent 404 handling do not validate ownership when a reclaimed handle returns a successful response.

Resilience and Maintainability Implications

  • inferred — Transactional writes and additive, duplicate-tolerant operations contain partial-update and repetition risks. They cannot correct an identity mismatch: incorrect relationships and their completion markers can be committed consistently together.

Hardening Proposals

  • proposed — Preserve immutable-ID binding for backfills by resolving the current login from github_id or validating handle ownership before accepting relationships. On mismatch, avoid recording completion. Any repair of already imported mismatches should address relationship additions and pending organization rows, not only refresh the handle.

Handle rate limits from the initial probe.

HttpGitHubProvider::rateLimit() throws on a failed response. GitHub says this endpoint can also encounter secondary limits, but this call is outside the retry handler. With the default one-attempt worker, such a response stops the import chain. Catch rate-limit responses here and queue a continuation with the same cursor. (raw.githubusercontent.com)

Handle rate-limit exceptions from the initial $github->rateLimit() probe in
ImportAllGitHubFollowsJob by queuing a continuation with the unchanged cursor,
rather than allowing the exception to stop the import chain.

Preserve long Retry-After deadlines.

If GitHub returns Retry-After: 3600, continueAt() caps the delay at 15 minutes and discards the original deadline. The next job can retry the follow request 45 minutes early; the primary-limit probe cannot establish that a secondary limit has expired. Carry the deadline through each continuation and wait until it passes before retrying. (docs.github.com)

Classify primary-limit 403 responses by header.

A primary-limit response with 403 and X-RateLimit-Remaining: 0 can have no response body. The job then skips the user and advances $this->after instead of retrying that user.
