Scale low resolution grid #28

Description

Create a invertable scaling function that can take a low resolutiong grid and scale it up to the desired size, likewise create a function that can do the reverse. Verify applying the scaling then shrinking returns the same map.

For example the 2x2 grid below

scaled up to 4x4 should be

1122
1122
3344
3344

If scaling does not divide cleanly, choose some deterministic and reversable method to resolve rounding

For example this 1x2 grid being scaled to 1x3:

12 -> 112 -> 12
