Hosted coverage can exhaust the native server test's 200ms mock request budget and trigger a valid same-cid retry, failing its exact-one-send assertion. Give only this happy-path send fixture a separate two-second request budget. Keep its one-connection/exact-one-send assertions and all short-budget retry fixtures unchanged.
Validation: 88 focused server tests under instrumentation pass; full typecheck and the full unchanged coverage gate pass (93.12% lines, 90.81% statements, 90.94% functions, 80.58% branches). Production timeout, retry and deduplication behavior is unchanged.
