Closes CH-296.

Implemented solution

Forward the optional on_exit_notify.command to the generated exit-handler container. Previously, a custom image still ran its default startup command.

How to test this PR

From the repository root:

conda activate ch
cd libraries/cloudharness-common
python -m pytest -q tests/test_on_exit_notify.py

These five tests render workflows locally; no Kubernetes or Kafka is required. Check that:

  • The supplied command appears unchanged in exit-handler.container.command, with spec.onExit pointing to that handler.
  • Workflow status, queue and payload remain available to the handler.
  • Omitting the command preserves the image's default startup behavior.
