Widen pause budget-clock test timing envelope - #155

The loop-level freeze test held a 400ms pause against a 300ms cap, so unpaused work had to fit under 300ms. Under coverage instrumentation plus shared-host load it exceeded that and failed the RSI baseline gate (flaky: passed in the plain run, failed in the coverage re-run of the same container). Same test logic with a 1000ms cap and 1500ms hold.

Fixes a flaky RSI baseline failure: the pause-clock test's 400ms-hold/300ms-cap envelope left no room for unpaused work slowed by coverage instrumentation and shared-host load (passed in run 1, failed in the coverage re-run of rsi-20261013130305 baseline). Same assertions with a 1500ms hold and 1000ms cap. Verified: 3x host green, both checkers clean, tsc clean.
