Skip terminal PTY test when sandbox denies PTY creation - #152

The evaluator container denies PTY allocation (script: failed to create pseudo-terminal: Permission denied), which failed the RSI baseline gate. Probe for PTY availability first and skip with a clear message, matching the existing unavailable-binary skip and the sandbox-gap precedent.

Unblocks the RSI baseline gate: the evaluator container denies pseudo-terminal allocation, failing testReadlineCtrlCInPseudoTerminal. Adds a cheap PTY probe that skips with a clear message when creation is denied. Verified: host runs the real PTY test (11/11 pass); simulated denial signature skips and stays green. No other behavior change.
