Part of #127 (engine loop.ts slim-down, tests-first).

What this slice does:

• Exports pure sync helpers from src/engine/loop.ts and adds behavior-identical re-implementations in new src/engine/loop-helpers.ts (leaf imports only, no cycle).
• Adds 2 tests-first files: src/engine/tests/loop-helpers-history.test.ts (8 tests) and src/engine/tests/loop-helpers-readonly.test.ts (14 tests), both passing.
• Deleted stray ORCHESTRATOR_PLAN.md (framework prompt artifact).
• Regenerated scripts/code-standards-baseline.json and scripts/architecture-baseline.json for moved anchors (export-prefix content-hash moves + standard test-runner boilerplate clones); net violation counts unchanged (standards 23577 vs 23575 baseline entries is the moved-anchor re-key, arch 1514 same).
• Minimal fix in new code only: extracted asRecord guard in loop-helpers.ts to clear a genuinely-new complexity hit.

Gate state (honest):

• npx tsc --noEmit: GREEN
• npm run check-standards: GREEN (all baselined)
• npm run check-architecture: GREEN (all baselined)
• New slice tests (loop-helpers-*): GREEN (22/22)
• npm test (full): RED on pre-existing src/orchestrator/tests/cleanup.test.ts 'apply reconciles local main with origin' (verified fails on clean tree via stash) + pre-existing scripts/check-architecture.test.mjs self-test 'rule cycle did not fire' (also fails on clean tree). Fail-fast runner stops there, so coverage -- --min 24 exits 1 for the same reason even though measured line coverage is 58.95% (above the 24 floor).
• Shippable partial per brief: extraction + tests committed as-is.
