Draft changelog: streaming latency and new auth options

Summary

Adds a Sep 5, 2026 changelog entry covering user-facing X API v2 changes shipped since the Sep 1 entry.

Changes

• Volume streaming endpoints (including Filtered Stream) improved P99 latency from ~6-7 seconds to ~4-5 seconds.
• Webhook management endpoints (/2/webhooks) now accept OAuth 2.0 user context; GET /2/webhooks also gains OAuth 1.0a support.
• X Activity API subscription update/delete endpoints now accept OAuth 2.0 and OAuth 1.0a user context in addition to app-only Bearer Token.

Context

Sourced from commits merged to main since the last changelog entry: the streaming P99 latency update and OpenAPI spec syncs that expanded accepted auth methods. No PRs were merged in the window; internal-only and docs-only changes were excluded.
