Respond with a 404 when there is no index.php to route to - #109
When a request matched no file, the router always did require_once 'index.php'. In a document root without an index.php, such as a directory of static files, that is a fatal error, and every missing file got a 500 instead of a 404.
The router now returns false in that case, so PHP's built-in web server answers with its usual 404.
This broke package-install.feature:1091 ("Install from a remote zip URL that returns 404") of package-command in wp-cli/automated-tests and against the Phar. In both, wp-cli-tests serves the test directory through this router because server-command is installed.
Requests for missing files now return a 404 when the document root has no index.php, while requests can still be routed through index.php when present.
Tests
Added coverage for serving static files and returning 404 for a missing ZIP file from an empty document root.

Walkthrough
The router now returns false for a request outside the document root when that root has no index.php. A feature scenario checks that the server still serves a static file and returns HTTP 404 for a missing ZIP file.

Summary
Missing-file routing and scenario router.php, features/server.feature
When the document root lacks index.php, the router returns false for a requested file outside that root. The scenario checks static-file delivery and expects HTTP 404 for a missing ZIP file.
Handle outside-root requests explicitly before merging: directories without index.php can now expose symlink targets outside the document root. The new test also has a narrow Windows portability concern.

150-150: ⚠️ Potential issue | 🟡 Minor | 💤 Low value
The new curl command writes to /dev/null, which may not be a valid output path for the Windows test shell; the feature already notes a Windows CI compatibility constraint.
curl fails to open its output file and the new scenario fails independently of the router’s HTTP response.
This can occur when: Behat runs this scenario on Windows without a shell that maps /dev/null to the null device.

Review comment at @features/server.feature at line 150:
Update the missing.zip request step to discard the response body using an output
destination supported by the Windows test shell, while preserving the HTTP
status-code output used by the scenario.
Return a 404 for outside-root files instead of false.
When no index.php exists, the new branch returns false for any path that resolves outside the document root. PHP's built-in server then serves a symlink target outside the root. A .php target runs. Send the 404 from the router for this case.

Review comment at @router.php at line 158:
Update the router branch that returns false for paths resolving outside the
document root when no index.php exists: send a 404 response from the router and
do not return false, preventing the built-in server from serving the resolved
target.
