Generate WP_SECRETS_KEY in wp config create - #235
WordPress 7.2 adds the Secrets API, and core is making WP_SECRETS_KEY required (PR 15258). Core's web installer will generate the key (PR 15124). This does the same for wp config create.
Changes
wp config create writes WP_SECRETS_KEY.
The value is base64_encode( random_bytes( 32 ) ).
It goes after the keys-and-salts group's closing /**#@-*/, with its own docblock, the same as core.
If random_bytes() throws, it prints a warning and leaves the key out.
It's written whatever the WordPress version, like WP_CACHE_KEY_SALT.
New --skip-secrets-key flag. It's separate from --skip-salts, because FeatureContext::create_config() passes --skip-salts to every test install.
--extra-php can supply the key. If it already defines WP_SECRETS_KEY, no second define is added.
wp config shuffle-salts WP_SECRETS_KEY errors, with or without --force. Changing the key makes every stored secret unreadable. Plain shuffle-salts was already safe.
README updated to match the docblocks.
Testing
New Behat scenarios:
the key is generated, and wp config get WP_SECRETS_KEY matches 32 bytes of base64
--skip-secrets-key
a key from --extra-php is kept, with exactly one define
shuffle-salts leaves the key alone, and refuses WP_SECRETS_KEY
config-create.feature and config-shuffle-salts.feature run locally with WP_CLI_TEST_DBTYPE=sqlite: all four new scenarios pass. The five that fail need a MySQL client, which I don't have locally, and they fail the same way on main.
composer phpcs: nothing new. The one existing error is in config-get-field.feature.
composer phpstan passes.
Summary by CodeRabbit
New Features
wp config create now generates a WP_SECRETS_KEY by default for WordPress 7.2 and later. Use --skip-secrets-key to omit it, or provide your own key through --extra-php.
Bug Fixes
wp config shuffle-salts no longer changes WP_SECRETS_KEY, which would make stored secrets unreadable. Explicitly requesting that key to be shuffled now returns an error.
Documentation
Updated command guidance to explain how to provide and preserve the key.
WordPress 7.2 needs WP_SECRETS_KEY for the Secrets API. `wp config create` now writes it as a base64-encoded random 32-byte value, after the keys and salts group. `--skip-secrets-key` leaves it out, and a key defined in `--extra-php` is kept. `wp config shuffle-salts WP_SECRETS_KEY` now refuses, since changing the key makes every stored secret unreadable.

To run a single Behat test, you can use the following command:
# Run all tests in a single file
composer behat features/some-feature.feature
# Run only a specific scenario (where 123 is the line number of the "Scenario:" title)
composer behat features/some-feature.feature:123

Walkthrough
wp config create can generate WP_SECRETS_KEY, preserve a key supplied through --extra-php, or omit generation when requested. wp config shuffle-salts rejects attempts to shuffle WP_SECRETS_KEY.
Changes: WP_SECRETS_KEY configuration
Layer / File(s)
Summary
Generate or preserve the key src/Config_Command.php, templates/wp-config.mustache, features/config-create.feature, README.md
Config creation generates a base64-encoded random 32-byte key unless --skip-secrets-key is set or --extra-php defines the key. The template and scenarios cover the generated key, omission, and preservation of a supplied key.
shuffle-salts rejects WP_SECRETS_KEY as a requested salt. The scenario checks that shuffling all salts leaves the key unchanged and that explicitly requesting it exits with an error.
The feature works as described for normal use. A caller who supplies WP_SECRETS_KEY with an uppercase DEFINE through --extra-php could end up with an empty key and a duplicate-define warning. Make the match case-insensitive and add a no-force shuffle-salts test.

The title is specific, short, and does not use vague terms.
Full details: Linked Issues check
Explanation
Issue #234 has coding requirements. Config_Command::create() adds separate --skip-secrets-key handling and generates base64_encode( random_bytes( 32 ) ) without a WordPress-version condition. The template places WP_SECRETS_KEY after /**#@-*/ with a separate docblock. Extra PHP definitions prevent a duplicate. Generation failures warn and omit the key. shuffle-salts rejects WP_SECRETS_KEY, while plain shuffling leaves it unchanged. The added Behat scenarios cover generation, skipping, preservation through --extra-php, and shuffle behavior.

PHP function names are case-insensitive, so `DEFINE( 'WP_SECRETS_KEY', ... )` in --extra-php was missed and an empty define came first. The constant name still matches exactly. Also tests that `shuffle-salts WP_SECRETS_KEY` is refused without --force.
About codecov/patch: the two uncovered lines are the catch for random_bytes() throwing, which only happens on a system with no CSPRNG, so neither Behat nor CI can reach it. It stays because config create would otherwise fail with an uncaught exception there, rather than warning and writing the rest of the file. Everything else is covered.
