Bumps WEBARKIT_HEADER_VERSION_STRING to 0.10.0 (WEBARKIT_HEADER_VERSION_MINOR 9 → 10) and the two version checks in tests/webarkit_test.cc, ahead of the 0.10.0 release.

0.10.0 is a minor bump: it adds API (the WebARKitNFT library from #76) without breaking the existing WebARKitLib target. Changes since 0.9.0:
