Send missing optional gmp/libsodium diagnostics to stderr so configure-option command substitution does not pass diagnostic text to configure.
Validation: all four dependency combinations and existing hook/OpenSSL/Windows configuration tests passed; plugin CI passed on 1c18625. This does not include a full PHP compilation.
