Filter WMI disk identity rechecks

Summary

• Push the disk index predicate into the Win32_DiskDrive CIM query during pre-format and post-format identity rechecks.
• Preserve the existing PnP ID and device-state validation while avoiding retrieval of unrelated disk records at those checkpoints.
• Add Pester coverage for the targeted query and fail-closed behavior when identity changes.
• Keep the root and ConfigMgr package script copies and checksum manifest synchronized.

Validation

• build/Invoke-Validation.ps1 (71 tests passed; PSScriptAnalyzer, parsing, parity, and checksums passed).
