Adds the shared foundation for endpoint discovery:
This is PR 1 of 5 functionality-based PRs. Every PR targets main directly; none uses another feature branch as its base.
Validation of the combined five-PR result: 218 tests passed; Ruff passed.
Replaces the foundation work from closed PRs #92-#94.
