Remove the one-off TikTok video id repair command - #401

tiktok:repair-video-ids fixed the posts the old caption match had given the wrong video, and it has run in production. New posts are resolved by ResolveTikTokVideoId, so the command and its tests go; the TikTok rule now records that it ran.

tiktok:repair-video-ids(added in #400) fixed the TikTok posts the old caption match had given another post's video, and settled videos several posts held. It has run in production, and new posts are resolved byResolveTikTokVideoId(one minute after the publish, plus the 15-minute sweep), so the command is no longer needed.app/Console/Commands/Scripts/RepairTikTokVideoIdsCommand.phpand its tests..ai/rules/tiktok.mdnow records that the repair ran in October 2026 and was removed, and that a video held by another post now needs a manual fix.Nothing else referenced the command. Full suite in parallel (PostgreSQL): 9578 passed.
