Bump 3.13.152 -> 3.13.153 across the version-bearing files and open the 3.13.153 CHANGELOG section. No framework code change; the release re-tags the restored tina4-seo / tina4-a11y / tina4-design skills (#117, #128) for the install bundle and its fallback mirrors. Stage 3.13.153 — restore the bundled AI skills
Version bump 3.13.152 → 3.13.153 (consistency guard green). No framework code change.
This release exists to re-tag the restored AI skills so the install bundle and its jsDelivr/raw fallback mirrors carry them again:
Restored in source by tina4-python#247; the generator + regression guard landed in tina4#106.
