ci(test): pin the test job to ubuntu-24.04 (mongo:8 crashes on 26.04) - #172

The ubuntu-latest runner migrated to Ubuntu 26.04 (rollout from 2026-10-19), and
on 26.04 the mongo:8 single-node replica set exits on startup ("container is not
running") before the ping loop; mongo:7 and the rest of the job are fine. This
gate was last green on 24.04. Pin the test job there to restore it for all v3
PRs. Forward fix (follow-up): make mongo:8 start on 26.04 + pin mongo to 8.0 LTS.
