Bumps archive/github-actions-slack from 2.8.0 to 3.1.0.

Release notes

Sourced from archive/github-actions-slack's releases.

v3.1.0

Enable file upload to Slack. Please see docs for more information.

v3.0.1

Fix broken action runtime caused by ESM/CJS mismatch

Replaced ncc with esbuild and changed the bundle output to CommonJS (dist/index.cjs). The previous build produced a CJS bundle inside an ESM context, causing require is not defined errors at runtime. Source code remains ES Modules.

v3.0.0

Migrated the codebase from CommonJS to ES Modules to support @actions/core v3, which dropped CommonJS support.

See #87 for details.

v2.11.0

Moved from yarn to npm and updated all outdated dependencies (action runners + package.json)

v2.10.1

Added missing Privacy Policy.
