What kind of change does this PR introduce?
This PR introduces two events for cross-architecture project migrations. It is a todo item for INC-667.
What is the current behavior?
There are no events emitted when a project opts for an EC2 instance on a different CPU architecture. This can occur on resizing, restarting, unpausing, etc.
What is the new behavior?
These events will be emitted when a cross-arch migration is started and when it successfully finishes.
