…o default extension install schema vault 0.3.2 removed the deprecated supabase_vault--0.2.8.sql base script from its tree, so shipping sql files only from the latest version made CREATE EXTENSION supabase_vault VERSION '0.2.8' fail while versions.json still offers 0.2.8. Install each version's own base script from its own source. pgrst_watch_triggers called dblink via a hardcoded public. qualifier; dblink now installs into extensions.

Bumps supautils to 4.0.0 (https://github.com/supabase/supautils/releases/tag/v4.0.0) and vault to 0.3.2 (https://github.com/supabase/vault/releases/tag/v0.3.2), and bumps the
postgres_releasepatch versions to cut new AMIs.Packaging fixes needed by the bumps:
src/constrained_extensions.c, so the glibc compat patch drops its hunk for that file (the shim's only caller was deleted with the feature; the CI glibc symbol gate still verifies the built library).supabase_vaultlibrary symlink moves from the per-version packages into the buildEnv postBuild (same pattern as timescaledb).supabase_vault--0.2.8.sqlbase script from its tree; each version's package now installs its own base install script from its own source so every version in versions.json stays installable.The
supautils.default_extension_install_schemasetting was dropped from this PR and will land separately together with the salt config sync and a breaking change announcement.
