This PR documents the new GET /api/upload/files/page endpoint on the Upload plugin's REST API. Adds a section covering the pagination parameters and the page-based, offset-based, and withCount=false response shapes, plus a note that GET /api/upload/files remains unpaginated. Documents #26597
