Bump the Storm version in the Ktor plugin registry after each release

The start.ktor.io generator pins the Storm version in ktor-plugin-registry's gradle/libs.versions.toml (storm = "1.14.0"). Renovate is disabled in that repository, so the pin never updates on its own: after each Storm release, someone has to open a bump PR against ktorio/ktor-plugin-registry, or the generator keeps scaffolding projects on the old version.

Blocked on #210: the registry submission has to be accepted first.

• After each release, open a version-bump PR against ktor-plugin-registry
• Evaluate automating the bump as a release.yml step
