ci: pin review workflow to validator fix

Pin the pull_request_target AI review workflow and its harness-ref to the merged validator fix from #195.

Because pull_request_target evaluates the workflow from main, updating only a stacked PR does not change the harness revision used by its AI review. Keep both immutable references aligned.
