feat(distribution): provide rpm packages via rpm repository

• Change all test references to prod (bucket, docs, ...)
• Cleanup Test Env (gh-secrets, ...)
• Remove comment - if: contains(github.ref_name, '-') == false
• Remove comment - publish-apt
• Remove goreleaser --skip=publish --skip=validate
• Remove this step (name: Clean up GPG key file) so its cleaned up by post GPG Key
