Add Kafka Streams health check for unreachable broker

Overview

Fixes #3138

Add a regression test to verify that the Kafka Streams binder health indicator reports DOWN when the configured Kafka broker is unreachable.

Changes

• Added a test covering an unreachable Kafka broker scenario.
• Configured the test with an intentionally unreachable broker (localhost:65535).
• Configured a short health check timeout for the test.
• Verified that the Kafka Streams binder health status is reported as DOWN.
