in install.yml in this repo rather than relying on defaults hardcoded into the contentctl-ng install.yml tool itself. Note that contentctl-ng install.yml will still intentionally include the fix windows ta app.

This is part of a migration to remove install.yml apps that are hardcoded in contentctl-ng's install.yml and move them into the scope of the security_content repo for clarity and control.
