General issue: when a tooltip opens too close to its associated control (Button etc), it will "swallow" a subsequent click on that control. I.e nothing happens when clicking a button etc, until clicking a second time. (That usually happens near the bottom of the main window, where there's no room to offset the tooltip below the control itself.)
This issue currently appears near the bottom of the left sidebar(s). Examples:
