Stop generating
.github/releasing.mdduring setup and updates. Release instructions live in the shared guide and agent context; the README'sMaking Releasessection provides the release command and a link to that guide.Remove the template and this repository's generated copy, update the setup documentation and generated context, and keep the missing-file recovery test focused on a release workflow. Existing files in other repositories are left for maintainers to remove.
Validation: 81 Sus tests / 253 assertions pass, with 353/353 measured lines covered. RuboCop and documentation coverage (22/22 definitions) pass.
