Replace the copy-pasted dependabot-auto-merge.yml with a call to the canonical smartwatermelon/github-workflows reusable workflow (dependabot-auto-merge-v2), and bump claude-blocking-review.yml to v3.1.0 for its built-in Dependabot fast-pass. Part of smartwatermelon/dev-env#20.
