This PR removes the automatic CI runs for the mixed version rollout tests. This is because, by default, these tests build against a
developnightly by default (as the exact PR base ref is not deterministic per release).The mixed version tests should still be manually runnable using
workflow_dispatchby setting therun_mixed_version_testsparam totrue
