Add vendor-neutral guidance for AI coding agents: verified Makefile and CI commands, the simulator build tag, the command/preparer/flag structure under internal/, output and error conventions, environment variables, and related upstream modules. CLAUDE.md is a one-line @AGENTS.md import so Claude Code reads the same file.
