Record tracker compatibility and byte-size priorities for agents #114

What

The scripts agent instructions omit recurring requirements from the v12 compatibility and inline-event reviews. They also reference outdated Node/npm commands and a unit-test command missing from the current v12 package scripts.

Why

Future changes should consistently account for shipped byte size, existing customer settings, native website behavior, collection controls, browser compatibility, and focused reviewable changes.

Notes

Requested scope: repository agent guidance on the v12 branch. No tracker implementation or dependency changes.
