feat(skills): add dubzzz/fast-check javascript-testing-expert

Summary

Adds dubzzz/fast-check javascript-testing-expert to the external skills pipeline for SHUN-3646.

• Declares dubzzz/fast-check javascript-testing-expert in SKILLS.txt (alpha order after donnfelker/..., before elvisun/newsjack); scoped to that skill only (repo also has pr-authoring)
• Locks it in skills-lock.json with skillPath + skillFolderHash (573 → 574)
• No vendored copy under skills/; no new GHA workflow
• Left BetterWright/dotagents#207 alone (not on main)

Test plan

• SKILLS.txt declares dubzzz/fast-check javascript-testing-expert
• skills-lock.json includes javascript-testing-expert with skillPath + skillFolderHash
• make skills-install reports all skills installed when present (idempotent)
• After removing ~/.agents/skills/javascript-testing-expert, make skills-install reinstalls it from the lock
• Reviewer: make skills-install on a machine with the lock pulls the skill without copying into skills/
