Adds all eight stablyai/orca skills to dotagents (keep-all), not just orca-per-workspace-env.

Changes

• Declare stablyai/orca in SKILLS.txt (alphabetical, keep-all, all 8 skill ids)
• Refresh skills-lock.json via make skills-lock / skills CLI install flow
• Skills install to ~/.agents/skills/<id> with upstream SKILL.md bodies unchanged
