Restructures skills per ruler-native layout and adds the scheduled-maintenance pipeline.

Inline skills now live in .ruler

  • .ruler/skills/ is the tracked source of truth (was gitignored rsync copy of root skills/)
  • Root skills/ removed; Makefile SKILLS_SRC_DIR now points at .ruler/skills; ruler-skills-copy target dropped
  • make skills-sync distributes .ruler/skills to all agent dirs unchanged
  • Policy documented in rules/skills-management.md: never vendor a skill inline when an official one exists on skills.sh - reference it in SKILLS.txt instead

New maintenance routines (Boris-style mechanical PR generators)

  • dup-unifier: unify similar-yet-divergent abstractions, one cluster per PR (references official jscpd + dry-refactoring skills)
  • dead-code-remover: delete provably dead code now; plant DEADCODE-PROBE log markers on suspected-dead code and harvest expired probes on later runs (references tech-debt, refactor)
  • abstraction-police: seal one leaky boundary per PR with lint enforcement (references api-and-interface-design, refactor)

Orchestration pipeline (planner -> queue -> executor -> retro)

  • improve-dispatch: frontier-model planner; runs official improve (shadcn) or a routine's scan phase, files self-contained GitHub issues labeled agent:plan (max 3/run, deduped)
  • plan-executor: herdr-panel executor; atomically claims one issue via self-assign, implements in a worktree, verifies, PRs with Closes #N; stale plans get flagged, never improvised
  • routine-retro: weekly tuning loop; diagnoses rejected agent PRs and PRs evidence-cited updates back into the routines' Tuning sections

Each routine caps PR size, requires behavior preservation, and labels agent:mechanical.

Note: bun run check fails on main already (stale .worktrees/* nested biome.json roots), unrelated to this change.

📝 Walkthrough

Summary by CodeRabbit

  • New Features

    • Added an abstraction review routine to identify and correct leaky boundaries.
    • Added a dead-code removal workflow with verification and safeguards for uncertain cases.
    • Added a duplication consolidation routine to identify and unify near-duplicate implementations.
  • Documentation

    • Documented verification requirements, behavior-preserving constraints, maintenance procedures, and handling of intentional exceptions or false positives.

Walkthrough

Added three maintenance skills. They define routines for fixing leaky abstractions, removing dead code, and consolidating duplicate abstractions.

Merge Risk: 🟡 Moderate · up to e177f

This PR adds maintenance routines whose current guidance could drop observable behavior during deduplication or delete live code when usage evidence is incomplete; the probe example can also create false cleanup signals. The change should not merge until these bounded correctness risks are addressed.

Define a runnable ast-grep scan.

The Scan section names ast-grep but provides only a command for jscpd. It does not specify the ast-grep rules, target paths, or candidate output. A scheduled run can complete after literal-duplicate scanning and miss structural duplicates. Add a reproducible ast-grep command and define how its matches enter candidate ranking.

Cover all supported deep-import forms.

The command at Line 16 matches only imports that contain from "..." or from '...'. It misses side-effect imports such as import "foo/internal/x", CommonJS require("foo/internal/x"), and dynamic import("foo/internal/x"). Those callers can bypass the public surface and remain undetected. Add AST-based matching or explicit patterns for the import forms used by the repository.

🩺 Stability & Availability | 🟠 Major | ⚡ Quick win

Make the probe example non-operational and date-driven.

The harvest command at Lines 48-50 searches for the exact token used at Line 39. It will report this tracked SKILL.md example as a real probe. The literal dates also become stale after August 23, 2026. On August 31, 2026, the example is already expired and can violate the seven-day rule when copied. Use a non-matching documentation marker, exclude SKILL.md files from harvesting, and require remove-after to equal the insertion date plus seven days.

For each probe past its `remove-after` date, check the log store (or Sentry
breadcrumbs, or grep production logs if accessible) for the probe message.

- Never fired: delete the probe and the code it guards, in a normal Lane 1 PR.

🩺 Stability & Availability | 🟠 Major | 🏗️ Heavy lift

Require complete log coverage before deleting code.

The routine treats Never fired as proof even when the log source is unavailable, sampled, expired, environment-limited, or missing representative traffic. It can then delete live code that is not statically provably dead. Require a successful coverage and retention check for every supported environment. If evidence is incomplete, retain both the probe and the code and record the result as inconclusive.

Do not drop divergent behavior during unification.

Lines 38-40 allow the routine to prefer the newest or most-tested variant and record dropped behavior. That can change observable behavior. It also contradicts Lines 46-47, which require behavior-preserving changes and require stopping when behavior would change. Replace this fallback with “stop and open an issue” until every difference is proven intentional or explicitly handled.
