The app deploys on Heroku now; custom_web was only for Cloud66 and shows up as a zeroed dyno type. Nothing references it. Closes rubyforgood#7330 AI assistance: Cursor Cloud Agent helped with this change.

Summary
Deletes the unused
custom_web: bundle exec pumaline left over from the Cloud66 era. The app runs on Heroku; nothing referencescustom_web, andapp.jsononly defines awebformation.grep -rni 'custom_web\|cloud66'(excludingnode_modules) is clean after this change.Closes #7330
